tbh I'm not convinced that the problem with gallente etc is hybrids. Yes they've been hit hard with the nerf bat, or a nerf bat by proxy, but somehow making hybrids better isn't going to change the basic issues with the ships/style.
To illustrate, imo the changes that cut into Gallente/Hybrids are:
Reducing the value of mid slots, especially outside of specialist ships. The strength of the Minmatar and Gallente, came in part from flexibility. Gallente flexibility came mainly from drones and midslots.
Laser tracking boosts. It was one of many attempts to fix lasers over many years. However, when they finally found something that solved the issue, the previous attempts were not rolled back, creating a reasonable damage, good range, good tracking weapon. So something that covered all the bases and ate into the strengths of other weapon systems.
Tracking enhancers effecting falloff. Not a bad change, but created a reasonable damage (due to flexibility in damage type), good range, excellent tracking weapon system. Something that covers all the bases, and so again eats into the strengths of other weapons.
Effectively, other weapon systems have had their damage and range improved thus eating into the damage advantage of hybrids (blasters specifically), making it marginal at best that a gallente ship can make back the damage difference should it manage to get in range.
Scram changes. Turning off the MWD to a gallente ship means it will struggle to keep in range. Not a huge problem for BS size gallente ships, but a real issue for smaller classes as Blasters struggle to hit out beyond web/scram range.
Web changes. Allows ships to move faster in web range, revealing issues in Hybrid tracking.
MWD changes. Gallente blaster boats lived and died on the strength of their MWD getting them into range as fast as possible. Extending that time means more damage taken, and so more of a damage debt to recover if and when you do get in range.
Rise of the active rep bonus. The fitting requirements for repairers are exceptionally high, on a race with tight fitting stats at best. Cap usage is high, on a race with high cap demands (hybrids).The Gallente armour belt is too thin for effective rep usage outside of PVE, meaning its frequently depleted before rep cycles have had a chance to make much difference. I find it disturbing how many active rep bonus gallente boats work better as shield tanked ships.
For me, the change that is needed is to lose the active rep and MWD bonusÆ and replace them with some midslot boosting bonus (Web strength for example) or drone bonus depending on the ship type. For example, a Thorax with stronger webs seems quite nice. For that matter, this thinking would logically lead to adding a web range bonus to the Minmatar active rep ships, which also doesnÆt sound too terrible. --------------------------------------------
